PROBLEM TO BE SOLVED: To provide a recording and reproducing device capable of recording information on a recording medium, even when the amount of information such as a sound signal to record is over a manageable amount of information, and capable of recording information so that desired information can be retrieved by relevancy higher than before even when the information recorded on the recording medium is reproduced by using a conventional device. SOLUTION: When the areas of the U-TOC sectors 0, 1, 2 of an MD 1 run short, the same format as those of the U-TOC sectors 0, 1, 2 is newly prepared to the vacant sector area of the U-TOC to manage data, and a system control microcomputer 6 which prepares a directory management sector is provided in the unused sector of the U-TOC area.
