PROBLEM TO BE SOLVED: To provide a digital broadcasting demodulator capable of effectively carrier regenerating in a PSK demodulating circuit for demodulating a quasi- synchronous detected PSK modulation signal. SOLUTION: A synchronous detecting timer 44 outputs random data X to a random data generator 46 when a state in which a frequency synchronization is detected and a phase synchronization is not detected is continued for a predetermined period. A numeric value control oscillator 54 shifts the regenerated carrier by an amount in response to the random data X and the regenerated carrier falls in a phase leading-in range. Accordingly, a phase error detector 38 and a loop filter 50 are operated, and an accurate carrier can be effectively regenerated in a short time.
