PROBLEM TO BE SOLVED: To solve the problem that a conventional system, is widespread, where a user of a mobile terminal accesses an information server via a base station so as to acquire various information and users can receive information in matching with a desired time and a desired area and other conditions, however, information provider sides have had to provide information to many unspecified people. SOLUTION: The information notice system of this invention is provided with a means by which an information server registers information provided by an information server and its service condition, a means that stores condition items and information items sent from a portable terminal, and a means that collects and stores position information of the portable terminal, and when the respective conditions of the user of the portable terminal and the information provider including the area in which the portable terminal exists are matched, the information server informs the portable terminal about the corresponding information under the conditions.
