PROBLEM TO BE SOLVED: To provide a thermally developable image recording material which has a large difference of absorption of ultraviolet rays between an image part suitable for a printing plate and a non-image part, and a thermally developable image forming method. SOLUTION: In the thermally developable image forming method, the image for the printing plate making is formed by using the thermally developable image recording material having an organic silver salt, a reducing agent, a color image forming material and an organic binder on a support. The image comprises a developed silver image and a color dye image. The color dye image has an absorption of light in ultraviolet rays band greater than the one in visible light band, and a transmission density which is at least 0.3 or more in 60-450 nm.
