PURPOSE: An exchange having a prepaid service function is provided to give the PPS(PrePaid Service) function without interworking with other network, so as to reduce a cost while configuring a system for supplying the PPS, and to separate bill calculating processes from other processes to load the bill calculating processes only when a billing system is changed, so that providers can easily apply the changed billing system. CONSTITUTION: A call processing process(301) confirms whether a subscriber is a PPS function subscriber, and transmits billing data to a billing processing process(303). A subscriber information storage(302) stores general subscriber information and PPS information. A storage(307) stores accumulated telephone bills of subscribers and an ID of a bill calculating process(305). The billing processing process(303) requests a bill calculation to the bill calculating process(305) when a billing is reported from the call processing process(301). The billing processing process(303) compares limited data with a reported bill to check whether a subscriber's bill exceeds the limit. If so, the billing processing process(303) requests a call cut-off to the call processing process(301). A bill calculating ratio storage(309) stores bill calculating ratios in accordance with billing systems of each provider. The bill calculating ratio storage(309) stores portions of data as file types on a DB to restore the data when restarting a system.
