The phase shifter is in the form of a micromechanical switch whose insulation layer (4) thickness is selected depending on the connected phase displacement. The phase shifter can be operated in the transmission state in the connected and disconnected states. The insulation layer thickness can be selected using alternative equations and the insulation layer has openings for determining the effective dielectric constant. Independent claims are also included for the following: an arrangement of several phase shifters.
