The device comprises a bar (1), wherein a wheel (2) and a handle (3) are coaxially and rotationally mounted on the ends of said bar. Means for retaining a spool (6) of plastic sheet (61) are mounted in the central area of said bar (1). The means for retaining the spool (6) consist of a fixed cone (11) and a displaceable cone (4) that is provided with fixing means relative to the bar (1). The fixing means of the displaceable cone (4) are formed by a truncated conical washer (41) and a nut (42) that is screwed to the back end of the cone (4) and tightens the conical washer (41) against the bar (1) by means of an inner conical surface opposite said washer (41).
