PURPOSE: A method of adjusting traffic of an exchange is provided to automatically close/recover an Internet gateway trunk at a determined ratio according to a speech quality data value received from the Internet gateway trunk, and to monitor a speech quality state by periodically generating test calls, so as to automatically optimize speech quality. CONSTITUTION: If a calling subscriber dials an external subscriber number(S40), a controller decides whether the number is an outgoing call(S42,S44). If so, the controller decides whether all Internet gateway trunk states are closed(S46). If so, the controller enables a call through PSTN(S48,S50). If all the Internet gateway trunk states are normal or partially closed, the controller transmits a call to an Internet gateway trunk(S52). The Internet gateway trunk transmits the call to a gatekeeper(S54). The gatekeeper makes the call over the Internet(S56). The controller receives speech quality data(zitter value)(S58). The controller decides whether the zitter value is below a preset value(S60). If the value is over the preset value, the controller calculates an Internet gateway trunk closed ratio with the zitter value(S62). The controller decides whether the closed ratio is higher than a previous closed ratio(S64). If so, the controller closes the Internet gateway trunk as a difference(S66). If the closed ratio is lower than the previous closed ratio, the controller recovers the trunk as a difference(S68). The controller transmits information of the closed or recovered Internet gateway trunk to the gatekeeper(S70). The controller generates test calls to transmit the calls to the Internet gateway trunk at regular intervals(S72).
