PURPOSE: Provided is an emulsion type-cosmetic composition containing liquid crystal having high moisturizing activity. Therefore it easily forms liquid crystal, has long-term stability and improved moisturizing activity, and improves psoriasis and atopic diseases. CONSTITUTION: The composition is characterized by containing 1-10 wt.% of nonionic surfactant, 5-23 wt.% of crystal liquid forming agent, 1-10 wt.% of crystal liquid fortifier, 1-20 wt.% of crystal liquid regulator and 0.0-10 wt.% of active ingredient for skin care, wherein the crystal liquid forming agent is selected from ceramide, cholesterol or its derivative, and a mixture of higher fatty alcohol.
