PROBLEM TO BE SOLVED: To provide a material having high heat resistance and low-permittivity so as to satisfy the needs from high-performed electronic parts, and, in addition, is a environmentally friendly non-halogen type consisting with flame retardancy. SOLUTION: A phenol resin having a phosphoric ester structure is represented by general formula 1 (wherein R1 is a hydrogen atom or a lower alkyl; R2 and R3 are each a hydrogen atom, a lower alkyl or a lower alkoxy regardless of the same or not each other; x and y are integers of 0-4 and 0-5 respectively; n and m are each the same or a different natural number), and a composition comprises the resin.
