PROBLEM TO BE SOLVED: To provide an arbiter circuit that can make impartial arbitration with a comparatively simple configuration even when the number of queues reaches a huge number. SOLUTION: Round Robin units 2-1-2-k are placed under the control of a Round Robin unit 1 and queues 41-1-41-k, 42-1-42-k,..., 41-1-41-k are arranged under the control of the Round Robin units 2-1-2-k so as to adopt a multi-stage configuration for the Round Robin units 1, 2-1-2-k. Furthermore, number of inputs to each of the Round Robin units 1, 2-1-2-k is a number that can sufficiently be processed within a required time.
