PROBLEM TO BE SOLVED: To provide a device and a method for evading inaccurate recording of an EFM synchronizing signal and subcode data due to a deficiency in laser power in recording to a write once read many optical recording disk (CD-R/ RW). SOLUTION: Recording stop and recording restart places in case of a buffer underrun are set in an EMF frame at places other than those of the EFM synchronizing signal and subcode data.
