PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium which simultaneously realizes an Mr/Ms ratio: around 1, the inclination of an MH curve: around 1/4πand has a high signal-to-noise ratio. SOLUTION: The perpendicular magnetic recording medium which has at least plural layers of ground surface layers and a perpendicular magnetic recording layer 4 approximately parallel in the direction of the axis of easy magnetization to the normal direction of the substrate on a substrate 1 is formed by laminating first ground surface layer 2 which consists of Ti or an alloy containing Ti, the second ground surface layer 3 which contains Cr and is formed on the first ground surface layer 2 and the perpendicular magnetic recording layer in this order. The second ground surface layer 3 includes at least one kind of additive elements among Pt, Ta, Nb, and Zr in the Co-base alloy containing Cr.
