PROBLEM TO BE SOLVED: To provide a reel base brake mechanism capable of being effectively made thin in thickness and also guaranteeing a stable and proper operation, and to provide a recording an reproducing device provided with the mechanism. SOLUTION: The mechanism for braking the reel base for winding or feeding a tape comprises a brake lever 1 for giving a brake torque to the reel base 3, a brake pad 1b arranged in the brake lever 1 and an energizing means 2 for bringing the brake pad 1b into pressure contact with the reel base 3. A lubricant 12 is interposed at a sliding part between the reel base 3 and the brake pad 1b to apply the prescribed brake torque.
