PURPOSE: Provided is a method for producing tobacco for reducing tobacco leaves, whereby a user can withstand while maintaining the tobacco sucking habit without tobacco leaves. CONSTITUTION: The method for producing tobacco for reducing tobacco leaves comprises gradually reducing the amount of tobacco leaves contained in a cigaret. At first, the cigaret is mostly composed of tobacco leaves. The amount of tobacco leaves is reduced and instead of the reduced tobacco leaves, other materials are substituted. Examples of the substituted materials include dried vegetable, dried tea leaves, dried flower leaves, dried tree leaves such as dried acacia leaves, dried Eucommiaceae leaves, dried mulberry leaves, dried pine leaves, dried ginkgo leaves, dried leaves of grass, dried ginseng chips, dried fruit of chinese matrimony vine, dried cotton or paper, or starch or dried fruits.
