The invention relates to a composition in the form of a water-in-oil emulsion containing at least 80% aqueous phase, containing a specific dimethicone copolyol as emulsifier, and comprising an oily phase/emulsifier weight ratio of greater than or equal to 5. The water preferably represents at least 66% of the total weight of the composition. The composition characteristically has a viscosity, measured using a Rheomat 180 viscometer at a shear rate of 200 s-1 and at 25° C., ranging from 0.15 Pa.s (1.5 poises) to 20 Pa.s (200 poises). The composition according to the invention may have the appearance of a fluid or a cream and has specific rheological behavior: its shear rate changes over time, in particular when applied to the skin, where it "breaks" and promptly releases the aqueous phase, affording a great sensation of freshness. This composition may be used in particular in cosmetics and/or dermatology.
