PROBLEM TO BE SOLVED: To provide a self-operating circuit, for a system LSI, which can suppress the cost of a chip by a method wherein the quality of the LSI is enhanced and the market defect of the LSI is exterminated. SOLUTION: Existing flip-flops 7, 8 are used as they are as functional blocks of the system LSI 200. In a self-operating mode the flip-flops 7, 8 are connected selectively by selectors 3, 4, 5, 6 so as to constitute a frequency divider. Thereby, a plurality of stages of frequency dividers can be constituted without newly adding the flip-flops.
