PROBLEM TO BE SOLVED: To promote reinforcing bar arrangement workability and economical efficiency while obtaining the restraining effect of concrete having the same degree as that of spiral reinforcement to be used after the horizontal restraining bar used for promoting ductility in the case of destruction against axial force, shear force and bending moment for a columnar concrete member such as pier of a bridge, column or the like of a building. SOLUTION: The shape of a hoop tie 2 placed so as to surround axial reinforcing bars 4 has an external form made by overlapping a plurality of circles each other to form by having bending parts 2a and 2a, and an intermediate hoop tie 3 tying the bending parts 2a and 2a is placed between the bending parts 2a and 2a opposed to each other of the hoop tie 2.
