PROBLEM TO BE SOLVED: To provide a mass-producible reflective panel having higher light utilizing efficiency according to its use and a method for producing the panel. SOLUTION: Since a liquid crystal panel attached to a cell phone or the like does not require a so wide angle of a visual field, the reflective panel has a reflective surface 21 obtained by disposing plural fine reflective shapes 28 similar to a concave or convex basic shape 26 having different shapes in the vertical and horizontal directions at random without changing the vertical and horizontal directions. The reflective surface 21 turns light from both sides to the seeing direction of a front user and can enhance light utilizing efficiency. Such reflective panels each having the fine complex three-dimensional structure can be mass-produced by forming space distribution data, forming a gray mask on the basis of the data and using photolithography.
