PROBLEM TO BE SOLVED: To provide a silicone emulsion composition prepared so that a silicone resin is stably dispersed as fine oil droplets in a water medium using a nonionic emulsifier not liable to be an endocrine disruptor or the like. SOLUTION: The silicone emulsion composition comprises an O/W emulsion comprising (a) an organopolysiloxane compound selected among non-curable organopolysiloxane compounds and curable organopolysiloxane compounds, (b) a pluronic type surfactant, (c) one or more kinds of alcohols selected among 2-4C, monovalent or bivalent alcohols and (d) water, where the average particle size of the oil droplets of the emulsion is 50-500 nm.
