PROBLEM TO BE SOLVED: To provide a penetration-accelerator for oral active ingredients, safe and giving no tastes and senses of incompatibility when used for oral compositions. SOLUTION: This penetration-accelerator for oral active ingredients contains a 1,3-dioxolan-2-one derivative expressed by formula (I), wherein R is H, a 1-22C saturated or unsaturated hydrocarbon residue having a linear, branched or cyclic structure, or is expressed by general formula (II):-CH2(OR2)nOR1 (R1 is H, a 1-22C saturated or unsaturated hydrocarbon residue having a linear, branched or cyclic structure; R2 is a 2-4C alkylene; and n is 0-30 which expresses an average addition mol number of the alkylene oxide groups) or general formula (III): -CH2(OR2)nOCOR1.
