PROBLEM TO BE SOLVED: To provide a reasonable handle locking technology capable of easily and rapidly locking and unlocking a handle in a stroller having the handle movably fitted to a stroller body, and a handle locking device. SOLUTION: In this stroller 10, the handle 17 is connected to a head rest 16 at two right and left parts via a turnable pin 17c. The handle locking device 20 for locking or unlocking the turn of the handle 17 is provided on a back side and inside of the head rest 16. This handle locking device 20 comprises an operation lever 21, rods 24a and 24b which are mechanically interlocked with the operation lever 21, etc. By turning the operation lever 21 in one single hand operation, the rods 24a and 24b are inserted in/drawn out of insertion holes 26 to lock/unlock the handle 17.
