PROBLEM TO BE SOLVED: To reduce heat load in a waste treating device by surely fermenting a material to be treated and evaporating water in the material 2 to be treated. SOLUTION: Hot water heated in a heat exchanger 6 in the waste treating device 5 is introduced into a heating plate structure 16 of a storage device 4 to heat the material 2 to be treated, which is temporarily stored in the storage vessel 4, to accelerate the fermentation of an organic material contained in the material 2 to be treated and water in the material 2 to be treated is evaporated by the resultant heat of fermentation.
