PURPOSE: A device for preventing the discharge of the steam of a volatile organic compound without permission is provided to improve the economical efficiency and operating efficiency by improving structure, to prevent pollution due to the steam of a volatile organic compound, and to reduce the probability of a fire. CONSTITUTION: A device for preventing the discharge of the steam of a volatile organic compound comprises a first return line for returning a gas in a storage to a fuel tank(11) of a fuel transportation vehicle(10), a second return line for returning the gas in a fuel tank of a vehicle by being connected to the fuel tank, and a protector for preventing the damage of the storage. One end of the second return line is connected to the fuel tank of a fed vehicle. The other end of the second return line is connected to the storage to return the gas from the fuel tank to the storage.
