PROBLEM TO BE SOLVED: To provide an ozone forming electrode which is capable of sterilizing and cleaning potable water and food safely to the human body by efficiently and inexpensively manufacturing ozonized water of a high concentration and high purity and preventing the contamination of the water to be treated by eluted metal in a manufacturing process and an ozonized water manufacturing method and apparatus featuring compactness, excellent maintenance characteristic, ease of maintenance and management, and excellent energy saving characteristic by using the ozone forming electrode. SOLUTION: This electrode for ozone generation is constituted by having an electrode base material 16 which is formed of a porous body or net-like body and an electrode catalyst 17 which contains a composite composition consisting of either one of the oxide of platinum group metals and an alloy containing the platinum group metals and coats the electrode base material 16 described above.
