PROBLEM TO BE SOLVED: To provide a floor heating panel which efficiently transfers the quantity of heat radiated from a heating medium flow tube to a surface plate. SOLUTION: The floor heating panel comprises a plate of base material 4 having fitting grooves 5 wherein heating medium flow tubes 6 are fitted and a surface plate 7 for soaking provided on the upper surface of the base material 4 on the side where the grooves 5 are formed in the state that the heating medium flow tubes 6 are embedded in the grooves 5. The floor heating panel is further provided with heat transfer accelerating members S which increase the quantity of heat transferred from the tubes 6 and transferred to the upper surface of the base material 4.
