PROBLEM TO BE SOLVED: To provide a cold-start method where the time required for searching and capturing a second satellite and onward is shortened and the time required for starting a positioning and computing operation in a cold start is shortened, as compared with that in conventional cases by a method, where after a first satellite has been captured, satellites are selected and searched on the basis of the relationship between the captured satellite and other satellites in flight advance notice information regarding the flight time and the angle of elevation of every satellite, especially in flight advance notice information. SOLUTION: On the basis of a fixed-order table, the first satellite is captured (100), the second satellite is captured (106), and a third satellite and onward are captured according to optimized priority order. The priority order is optimized on the basis of information about a reception hysteresis up to a previous positioning operation or the soundness/the unsoundness of the satellite in addition to the appearance order or the maximum angle of elevation of the satellite in a representative area (a continent).
