A method and system for effecting payments online and offline is disclosed wherein an online payment service (OPS) allows a customer to utilize a credit card issu ed to the OPS for purchasing on the Internet. The customer provides the Internet merchant with the OPS issued credit card information. Therefore, the customer may make a purchase without providing his personal credit card information. The merchant authenticates and bills the OPS without having any knowledge of the customer, thereby maintaining the customer's privacy. In another embodiment, there is provided a payment syste m wherein customers can assign restrictions to a transaction instrument.
