PROBLEM TO BE SOLVED: To provide an operating apparatus using liquid pressure a low cost which has a simple structure and high reliability, and is capable of stable operation. SOLUTION: A bypass flow path 63a is formed in a high-pressure flow path 63 of a liquid pressure monitor 60. The bypass flow path 63a provides a contracted part 73 and a check valve 74, in parallel in which liquid can only flow from an accumulator 400 to a piston 62a. The valve 74 is pushed to a sheet 74b by a spring 74a. A liquid pressure gauge 80 is mounted to a case 61 via a base 81. A scale plate 82, in which an indicating plate 84 mounted via a bearing 83 and capable of freely rotating, is mounted to the base 81. A plate 84a is mounted at one end of the indicating plate 84. A connecting part 84b provided on the plate 84a and a plate 65 mounted to a rod 62 of the monitor 60 are interconnected by a interconnecting bar 85. Furthermore, a testing port 75 is formed in the path 63 of the monitor 60, and a sealant 76 sealing an opening of the port 75 is provided.
