PROBLEM TO BE SOLVED: To provide a low-cost recording or reproducing device having a simple structure which can easily be manufactured while reducing the number of components and thereby reducing the cost of the components. SOLUTION: The recording or reproducing device is provided with an optical pickup 32 to record or reproduce prescribed information on or from an MD 1 housing an optical disk in a cartridge which is inserted in a casing, and a floating chassis 30 equipped with a recording and reproducing part such as a magnetic head 34. A loading means 20 to retain the MD 1 and to transport it to the recording and reproducing part is disposed on the floating chassis 30. A shielding case 10 is provided for reducing the adverse effects of an electromagnetic wave by directly supporting the floating chassis 30 on which the loading means 20 is disposed and which is housed in the casing in a floating state through an elastic member 2, and by sealing the circumference of the loading means 20.
