PROBLEM TO BE SOLVED: To eliminate the possibility of unfairness when a part of users waste the network data because the fairness is ensured on the basis of well-intentioned usage of the network in most cases of the conventional technique. SOLUTION: The beneficiary-payment principle is carried out according to the state of charge, and the fairness of usage of the network is realized by detecting data amount for each content of the network data and charging fee according to the detected network data amount.
