PURPOSE: A control device of vehicle starting and a method thereof are provided to prevent abnormal traveling, accidents from wrong operation and theft by restricting starting and operating in not certifying with identification through fingerprints. CONSTITUTION: A starting control device(200) comprises a key operation unit(201) for registering and deleting fingerprint, and fingerprint identification; a fingerprint identification unit(202) comparing and storing input fingerprint; a control unit(203) processing by receiving signals from the key operation unit and the fingerprint identification unit, and outputting a control signal; a voice message storage unit(204) connecting to the control unit, and storing voice messages; a display unit(205) displaying identification corresponding to the press number of the key operation unit and the registered fingerprint; a speaker(206) outputting the voice message according to the signal from the control unit; a selective switch unit(207) connecting units selectively to transmit and receive signals between the control unit and the fingerprint identification unit and the control unit and a main controller(210); and a sound amplifier(208) outputting by amplifying the voice message. Abnormal traveling is prevented with restricting starting and operating in not certifying with fingerprint identification.
