PROBLEM TO BE SOLVED: To provide a rare earth polyboride containing a carbon and nitrogen, or only carbon, which is useful as a highly functional material, for example, a thermoelectric element material, spectral element material and luminescence material. SOLUTION: This rare earth polyboride containing carbon and nitrogen, or only carbon has a rhombohedral crystal structure, and is represented by a chemical formula RE1-xB22C3-yN1-z (wherein, RE is one among Sc, Y, Ho, Er, Tm, Lu; 0<=x<=0.7; 0<=y<=2; and 0<=z<=1). The polyboride is manufactured by adding boron, carbon, boron nitride or their compounds to a rare earth polyboride for a raw material, which is represented by REB2, REB4, REB6 and REB12, as a raw material so that the composition of the products becomes RE1-xB22C3-yN1-z, and it is heating and reacting at 1600-1900 deg.C in vacuo and Ar or a neutral atmosphere, or in an atmosphere having a partial pressure of nitrogen lower than 1 atm.
