PROBLEM TO BE SOLVED: To provide a waste gas treatment apparatus and a waste gas treatment method by which the amount of water to be supplemented can be kept small and clogging of a circulation pump, a washing water spray or a packed material can be suppressed. SOLUTION: The waste gas treatment apparatus compises a detoxification tower for detoxicating a waste gas in which the waste gas is detoxicated by brining the waste gas into gas-liquid contact with washing water and the washing water used for the gas-liquid contact is recovered and again used as washing water for the gas-liquid contact with the waste gas. The waste gas treatment apparatus is also provided with a hydrogen ion index measurement meter for measuring the hydrogen ion index of the washing water, a washing water supplementing mechanism for controlling the hydrogen ion index of the washing water by intermittently supplying water based on the hydrogen ion index of the washing water measured by the hydrogen ion index measurement meter, and a washing water changing mechanism for supplying water independently of the hydrogen ion index of the washing water.
