PROBLEM TO BE SOLVED: To provide a method and a device for designing a signal control parameter on the basis of a traveling speed and a distance corresponding to traffic conditions on a road traffic network. SOLUTION: From the traveling speed and passing distance of a traffic stream, a green time calculating means 6 calculates a passing direction and the green time of signals presentation and a cycle length calculating means 7 calculates a cycle length, which is the signal cycle time of a crossing. An offset calculating means 8 determines offset expressing the deviation of green signal starting time to optimize the width of a passband, which is a time zone for enabling the traffic stream from an adjacent crossing to travel without stop, or delay time, which is waiting time at the crossing, from a weight and a green signal start time difference based on the traveling speed and the distance.
