PROBLEM TO BE SOLVED: To estimate a direction and a position, where a signal source, such as a sound source or the like is present. SOLUTION: Signals from one or a plurality of signal sources are received by a plurality of receivers, and received signals are decomposed respectively by band pass filters to signals by frequency bands. A cross-correlation function of signals by frequency bands is calculated for each of corresponding frequency bands, for a combination of receivers. When a power of non directive noise is large at a certain frequency band, since the cross-correlation function at the frequency band does not indicate a maximum value, effects of the noise can be effectively suppressed in estimating a delay time for each receiver determined by the direction or the position of the signal source.
