The invention relates to a novel type of amphilic and ionic polymer matrixes comprising a macromolecular hydrophilic matrix bearing a positive or negative ionic charge, whereby a lipidic phase having a sign opposite to that of the matrix is incorporated therein. The invention also refers to a method for the production and use thereof.
