DEVICE AND METHOD FOR MONITORING ROAD

PROBLEM TO BE SOLVED: To provide a device and a method for road monitoring which can accurately detect a congestion without using the measurement result of a mean speed. SOLUTION: A background difference computation part 7 compares a background image including no vehicle with a current image to obtain background difference data and a difference histogram generation part 8 generates a histogram of the relation between the number of feature points of the data and the number of vehicles. A time difference computation part 10, on the other hand, compares a past image which is one a prescribed time ago with the current image to obtain time difference data and a time difference histogram generation part 11 generates a histogram of the relation between the number of feature points of the data and the number of vehicles. Then a congestion criterion computation part 12 compares the two histograms with each other to decide a congestion criterion and a congestion decision part 13 compares the congestion criterion with the number of vehicles detected by an image processing part 5 to decide whether or not there is a congestion.
