PROBLEM TO BE SOLVED: To provide an exterior cover for heat-insulating piping to reduce the man-hour of assembly and demolition works for temporary scaffolding and simplify machining and executing work and shorten a term of works and a heat insulation execution method for piping using the exterior cover, in heat insulation execution work for piping. SOLUTION: A plurality of inside ring members 8 having a cut part 'slit' 6 capable of being inserted even when a change of outer diameter due to a weld part occurs in piping to which a heat insulation material is fitted; a support 3 for a heat insulating material consisting of an outside ring members 9 fixed on the outer periphery of the inside ring member by a plurality of support rods 10 having length corresponding to the thickness of the heat insulating material; and expandable bellows parts 2 capable of being connected to the supports are interconnected to constitute the exterior cover for heat insulation having a desired length. A heat insulating material having fluidity is injected in the exterior cover for filling.
