PROBLEM TO BE SOLVED: To provide a system that can limit a transmission host in an IP multi- cast communication compatible with an IGMPv2(Internet Group Management Protocol version 2) message by minimizing increase of a load on a network in path control. SOLUTION: A source reference management section 33 retrieves a reference table to acquire a source address by a group address included in a participation request message received from a reception host by an interface control section 31. A multi-cast entry management section 34 uses the source address to reference a unit-cast path table and to extract an input interface identifier, retrieves an entry table depending on a pair of the source address and the group address. When there exists an entry whose pair is coincident with the retrieval pair, an output interface identifier to the reception host is added to the entry, and when no coincident entry exists, a path setting request message is transmitted to an upstream to generate an entry.
