PROBLEM TO BE SOLVED: To enhance a forming efficiency of a plurality of folding parts of a blank for a carcass ply and to sufficiently increase a plastic deforming amount of each folding part. SOLUTION: In order to form the folding parts to be folded on a bead core in a winding direction by forcing the blank 3 for the carcass ply in grooves 3, 4 and 5 of substantially V shape by a plurality of forced cutters 7, 8 and 9 different from each other at a plurality of positions in a cord axial direction at side parts to be rewound around the bead core of the stock 3 for the carcass ply extended in a direction substantially perpendicular to the cord axis in a state, in which a plurality of carcass cords 2 are coupled to each other, folding of the carcass cords 2 are conducted at separate times in working steps.
