PROBLEM TO BE SOLVED: To provide a cross-linking agent for a water-absorbing resin particles having no epoxy group in a molecule, excellent in safety, and effectively cross- linkable in surface layers of the water-absorbing resin particles at a low temperature to give a excellently water-absorbing material, and to provide a water- absorbing material obtained by using the cross-linking agent and a method for manufacturing the cross-linking agent. SOLUTION: The crosslinking agent for a water-absorbing resin comprises at least one kind selected from (A1) first halohydrin compounds (A1) having at least two halohydrin groups D expressed by general formula (I) (wherein, R1 is H or an alkyl; and X is Cl or Br) in a molecule, and (A2) second halohydrin compounds (A2) having at least two of the halohydrin groups in a molecule and at the same time having at least one ammonium group M expressed by general formula (II) (wherein, R2 groups are each independently a 1-4C hydrocarbon group or benzyl) in a molecule.
