摘要 PROBLEM TO BE SOLVED: To prevent an electric current leakage generating from an electrolytic treatment means to a frame grounding part as a cause of qualitative deterioration of a lithographic printing plate. SOLUTION: In a manufacturing line 10, an earth roller 46 is arranged between an anodic oxidation device 20 and an application device 30 in the conveyance direction of an aluminum web 12 and is kept in contact with the aluminum web 12 and further is grounded to the frame grounding part 40 through a cable 48. In the manufacturing line 10, the aluminum web 12 is insulated to the frame grounding part 40, at the upstream side of the earth roller 46 with the help of an insulation member 50 or the like. Consequently, the part, at the downstream side of the earth roller 46, of the aluminum web 12 is maintained at an almost equal potential to the grounding potential as a potential of the frame grounding part 40. Further, an electrolytic current from the power supply part 24 of the anodic oxidation device 20 is prevented from flowing to the frame grounding part 40 at the upstream side of the earth roller 46.
