PROBLEM TO BE SOLVED: To produce a catalyst for manufacturing hydrogen by the modifying reaction of coke oven gas and steam, continuing catalytic activity for a long time without being affected by hydrogen sulfide contained in coke oven gas and having long catalytic life, and to provide a method for efficiently manufacturing hydrogen using the same. SOLUTION: The catalyst for manufacturing hydrogen comprises a composite metal oxide containing an alkaline earth metal, titanium, nickel and ruthenium and characterized in that an atomic ratio of the alkaline earth metal to titanium is substantially 1/1, and the alkaline earth metal and titanium form a perovskite structure.
