A core program for download is written which is coupled to an additional module and started as one software program, and a development tool used for creating such an additional module without any knowledge about programming is created and publicly presented. A user who has downloaded the development tool is registered as a third-party developer, and a Web page in a server is allocated to the user so as to give the registered third-party developer a site where the additional module that the user has worked out is posted open. As incentive for the third parties, part of the revenue of advertisement posted on the page is distributed to the third parties, or the revenue by charging the user for use of the works is distributed to the third parties. Thus, a user-participating two-way download site is realized. |
