PROBLEM TO BE SOLVED: To efficiently generate a digital signature certificate for a new user. SOLUTION: The data of the new user 132 is stored at an authority database 104 and a directory 108, and the directory sends one piece of information required for creating the signature certificate to the new user. An individual registration organ 146 passes a second piece of required information for generating the signature certificate to the new user. The user uses the first and second pieces of information on a registration web page 122 for applying registration, and a registration organ 112 generates public and confidential keys for the new user. The public key is provided to a certificate organ 110, and the certificate organ 110 generates the signature certificate for digital signature. The signature certification having the digital signature is recorded and stored at the directory.
