Flames hydrolysis deposition processes for depositing a presintered layer of glass on a substrate (56) may involve utilizing a deposition rate that is lower than conventional deposition rates, a traverse speed of the substrate (56) with respect to the flame that is lower than conventional traverse speeds, a ratio of traverse distance to substrate dimension that is less than conventional ratios of traverse distances to substrate dimension, or a combination of these techniques. The processes of the invention are useful for producing thin layers of glass for planar optical devices having improved optical characteristics, as compared with conventional techniques involving deposition of a porous soot layer which is subsequently sintered.
