A control unit (9) installed in a water treating plant (1) for controlling field facilities for water treatment, and a supervisory control unit (61) installed in a supervisory control center facilities (2) are connected through a communications network so that the control unit (9) can be concentratedly remote-operated in the supervisory control center facilities (2) by the supervisory control unit (61). The supervisory control unit (61) and client terminals (69) are connected by a computer network, such as the internet, through a communications device (68). The data sent from the communications device (68) is used to check the state of the water treating facilities (1) on the client terminals (69), and the field facilities are remote-operated through the supervisory control unit (61) and control unit (9) according to the instructions issued from client terminals (69) to the supervisory control unit (61).
