PURPOSE: An apparatus and a method for processing cells in an asynchronous transmission mode are provided to maximize band use rate of an E1 link by realizing voice packet as an AAL 2 and realizing a control message as an AAL 5 to efficiently using the E1 link, thereby easily enabling expansion between a base station transmission sub-system and a base station controller. CONSTITUTION: A controller(149) analyzes an AAL 5 for updating a connection table(151) to an AAL 2 to be input. A digital signal processor(139) converts the AAL 2 and an AAL 0 with each other by referring to the updated connection table(151). If the AAL 5 to the controller(149) is input, a utopia switching part(137) switches the AAL 5 to the controller(149), if the AAL 2 and the AAL 0 are input, the utopia switching part(137) switches AAL 2 and the AAL 0 to the digital signal processor(139). The utopia switching part(137) receives the AAL 2 and the AAL 0 converted with each other in the digital signal processor(139) for switching the AAL 2 to an E1 link and switching the AAL 0 to an asynchronous transmission mode cell multiplexing/demultiplexing part(153).
