PROBLEM TO BE SOLVED: To provide a steel for power transmission parts exhibiting good contact fatigue characteristics as for power transmission parts used under the extremely severe environment of a high facial pressure, high frictional force and high temperature and to provide power transmission parts. SOLUTION: In this steel obtained by subjecting steel having a composition containing, by weight, >0.65 to 0.90% C, >0.5 to 2.0% Si, <=1.0% Mn, <=0.025% P, <=0.035% S, <=0.3% Cu, >4.0 to 6.0% Cr, <=0.05% Al, <=0.0015% O, <=0.030% N and <=0.005% Ti, and the balance Fe with inevitable impurities, to spheroidizing annealing, and at the time of subjecting parts composed of the steel to quenching and tempering, the content of solid solution C in the matrix other than un-solid solution carbide in the parts is >0.40 to 0.65%, and the hardness of the parts reaches >=700 Hv.
